Thing is it's window dressing.
Other games don't need a layer of fake government like this. They just vote with their wallets. WoW lost 1.7mil players over Cata, Blizzard cut over 600 jobs...yeah, they listened.

Before stepping in the booth voters will be quite liberal with their choices. When they enter it to finally vote, they vote more conservatively (time and time again it shows in elections).
XYZ can claim they voted for ABC...but we really don't know.

People don't vote for candidates that would spit in your eye, and then ask you for a vote. They vote and/or canvass to have the bum thrown out.
Especially candidates who claim to be neutral or "independent" but trying to butter the bread on both sides. A schemer trying to profit at anyone's expense. A bought and paid for special interest candidate.
